What does that mean?

Individuals are the most important aspect of a planetary transformation. Everything starts with the individual. Families are just small groups of individuals. Communities are bigger groups of individuals, and so it goes up to nations and eventually to entire planet wide civilizations. No matter how ~~bit~~big the group, they are all just collections of individuals.

As such there really is no mystery when it comes to saying that all successes must have, in some form or manner, their origin in individuals. Likewise, all failures also have their origin in individuals.
