The Truth Beauty and Goodness Commission
On November 14, 2015 the Universal Father brought to my attention the following information and requests via my Thought Adjuster.
FATHER: Reboot (reestablish) the church that My Son, your elder brother and friend to all, commonly know as Jesus of Nazareth (a.k.a. Joshua ben Joseph) inaugurated nearly 2000 years ago. This church barely lasted 100 years before it deteriorated to the point where it was able to succumb to attacks, and now it is time for it to rise again.
A new era of enlightenment is now upon your world and I have prepared the way for the return of the church that Jesus founded in the spirit of The Fatherhood of God, and the Brotherhood of Man. Do not follow the example of past and present churches, as I am instituting a new paradigm in order to upstep and reorient the concept and use of religion on your world. I have prepared the soil, now you plant the seed, and it will grow into something your world has never seen before, and it will be good.
Resurrect this church and name it the Truth Beauty and Goodness Commission. Prepare it and make it ready for when Jesus will once again walk on your world, to be seen with your eyes, and touched by your hands. As well as this name, I also give the church a symbol. Three round dots: one representing Truth, another representing Beauty, and the third representing Goodness. Prepare the necessary instructions to ensure the name and symbol I give to My church will be understood and used with dignity, for that will be pleasing to Me.
Upon his return, and at a time of My choosing, I will instruct My Son Jesus, to relieve you and once again take control of My church, so that you may continue serving me in other ways. Until then, I place you as the interim, or acting head of My church, as the Chief Apostle.
The pattern that Jesus used to build My church is still good. Use it, and apply the modern embellishments necessary to make it contemporary and pleasing, so that all my sons and daughters will find it welcoming and charming. As it is in your universe where there are Melchizedek sons, Vorondadek sons, and Lanonandek sons, each contributing according to their abilities, likewise follow this pattern and organize My church using this effective three level system: Apostles, Evangelists, and Disciples.
Apostles will be the primary overseers, teachers and emergency workers and will focus largely on the primary church operations. Evangelists will broadcast the good news and be the controllers and overseers of My flock. Disciples will comprise the bulk of the flock and they will be the administrators of the routine affairs of the church. Again, as it is in your universe, all will be studentsand teachers of those who come up behind them. Subdivide these three main levels according to ability and merit as will be required. Within these three levels, keep things simple and adaptable.
It is written in your Urantia Book that "the ideal human estate is that in which philosophy, religion, and science are welded into a meaningful unity by the conjoined action of wisdom, faith, and experience." Unity is at the core of all My vast and wonderful creation. Your world and civilization has never been unified. The search for Truth Beauty and Goodness invariably leads to wisdom, and this must become a key factor in the unification of your civilization and entire world.
To help begin the unification of your civilization and entire world, which will take many generations to complete, I designate My church as the custodian of your world's past, present, future, and ever growing collection of wisdom. Build a global library of wisdom using the best technology that is available. My Apostles will oversee it, My Evangelists will promote it, and My Disciples will administer it, for the benefit of all mankind, and in so doing, disunity will increasingly be replaced by unity, and that will be pleasing to Me.
Do not shun the past. Respect and remember it, but do not worship it or pay it undue attention. In this light you shall regard your ancient scriptures and rituals. They are all worthy of respect, and they contain much value, but their time has passed. They will forever be artifacts of your past epochs, and must never be allowed to delay your progress toward Light and Life. They must give way to the new paradigm that I am instituting. Your world is now in its fifth epoch and I have provided, and will continue to provide revelatory information suitable for your level of development. Your world has already received two major written revelations within this fifth epoch, and they are fitting for My church. A formal cosmology known as The Urantia Book, and a personal account of the life and teachings of Jesus Christ, dictated by Jesus himself in his own words, and is known as Jesus Christ – I speak to you again. My church shall in no way limit itself to these two written revelations, as more revelations are arriving on a regular basis, and all are worthy of consideration.
My church shall not become the custodian of these epochal revelations, however the wisdom they contain may be included in, and become part of the global library of wisdom. I AM the Universal Father, and this concludes your Commission. Carry it out faithfully, protect it diligently, and deliver it joyously to My Son Jesus when he returns, for that will be pleasing to Me.

TBG Style Guide
This TBG site — tbgcommission.org is built using the BookStack wiki app. BookStack was chosen because of its simplicity and effectiveness at publishing simple web pages. This also means that BookStack uses a simple styling approach and an optional page template tool. TBG uses both styling and templates.
BookStack does not offer direct access to html stylesheets (css). All styling is accessed through the standard wordprocessor tool bar in the wysiwyg page editor, or via the optional markdown editor. In the wysiwyg editor there is also a tool for accessing the page source code (third tool button from the right) where some additional page refinements can be made.
The Golden Rule of BookStack publishing!
When using the wysiwyg page editor:
NEVER copy content from a source outside of BookStack, and paste it directly into the wysywig editor panel. This will often bring all sorts of useless code into your BookStack page, significantly increase the filesize for that page, and potentially cause all sorts of annoying problems.
ALWAYS paste content from an outside source into the Source Code console (third tool button from the right) and verify that you are getting clean code. The Source Code console does a good job of stripping away useless code and making your pasted content conform to BookStack.
There are two exceptions to this Golden Rule.
Exception 1: You can ignore this rule when you copy and paste pure BookStack content from tbgcommission.org.
Exception 2: You can ignore this rule when you copy and paste pure ASCII text content from any external source.
Fonts
TBG Commission uses the default sans serif font-face built into BookStack for all of its content, unless a special circumstance should dictate otherwise. In regards to font-face choice, TBG values consistency over artistic liberty. In special cases where more artistic text treatments may be required, it is recommended that an external wordprocessor, graphics package or page layout system be used and the final document be made into a PDF for distribution and or printing.
When using en external document creation tool, you must ensure that the source file(s) and software remain accessible to TBG Commission for future use.
TBG Logos and Signatures
Maintaining a consistent Truth Beauty and Goodness Commission identity is very important, and for that reason TBG uses only approved logos and signatures on all its content, both public facing and private. Logos and Signatures are addressed separately in the TBG Signature Guide.
Graphics
TBG Commission will use any suitable graphics package as long as it can output to suitable formats such as PNG, SVG, WebM, WebP, PDF. When using en external graphics creation tool, you must ensure that the source file(s) and software remain accessible to TBG Commission for future use.
BookStack has a built-in graphics package, draw.io, that is fairly powerful and is easily accessible from the wysiwyg editor's toolbar by clicking on the right most tool button with three dots and choosing from the fly our menu.
We like to KISS!
Keep It Short and Simple! Simplicity is a key design principle. The easier something is to understand and use – the more likely it is to be adopted and engaged with. KISS, “Keep It Short and Simple” is thus a great rule of thumb to be applied when considering your design work in a larger context of usage. However, it is also important not to make things so simple that they compromise the functionality of the final design – users will live with a little complexity if it enhances their overall experience.
TBG Signature Guide
To users of the Truth Beauty and Goodness signature
This Signature Guide has been prepared for your benefit and contains guidelines and specifications for identifying the Truth Beauty and Goodness Commission, and for correctly using its name and signature (emblem).
The official name, as received in the Commission is: Truth Beauty and Goodness (using “&” is not permitted).
In form it is to be written exactly as shown above, by capitalizing the first letter of the first, second, and fourth words, and keeping the third word in lower case. Depending on the context, the word Commission with the first letter capitalized, may be added after the word Goodness. Appropriate punctuation can be used before and after the name, but the words that make up the name must never be divided by punctuation, dashes, slashes, uneven spacing or any other text treatment that will make it appear different from how it is displayed on the first line of this paragraph. This text only form of the name is to be used in copy text, and wherever a text only reference to the Commission is to be made. The typeface, font size, and appropriate styling shall be consistent with the intended use and the surrounding text. It should be written as normal text, and when necessary it can be italicized, or bolded, but never both in combination. Refer to the TBG Commission's official TBG Style Guide for additional guidance.

Guidelines for using the signature
To preserve the integrity, strength and value of this signature (logotype and logo), you must use it correctly and consistently by following these guidelines.
DO's
- Use the primary signature whenever possible.
- Display the signature only in the forms specified by these guidelines.
- Keep the signature logotype and logo together. One exception is permissible, and that is for text only media.
Other exceptions are allowed only by permission.
DON'Ts
- Do not use the secondary signature unless the primary signature will not work in a specific situation.
- Do not alter the signature or any of its elements. Never use the logo (three circles) without the logotype.
- Do not combine the signature with any other element, logo, words, graphics, photos, slogans or symbols that might create a hybrid signature.
- Do not translate the signature's logotype into another language, or another character set such as Chinese, Russian or Arabic, without prior permission. Two permissible exceptions are Braille and sign language.
- Do not display the signature in a way that suggests another group or organization is part of the
Truth Beauty and Goodness Commission, or that it is part of something else.
Should such unions or partnerships occur, different signatures must be used to represent them.

Line and page breaks
All reasonable effort should be made to avoid line breaks within the Commission's name when it is used in static documents (such as but not limited to print documents). When it cannot be avoided by using acceptable text and page treatments, then and only then is a line break permissible. Splitting the name of the Commission across two pages, or across two or more structural elements of a layout is not permitted under any circumstances. Adequate page and paragraph flow controls must be used to ensure the Commission’s name remains intact.
For obvious reasons this rule may be impracticable with dynamic and reflowable documents such as web pages and formats intended for small devices, and in such cases this rule may be overlooked.
Signature components
Primary signature. Preferred usage. Logotype on top, logo centered below.
Secondary signature. Use only when the primary signature is not workable.
Signature typeface
The signature typeface (font) is Source Sans Pro. The font size will vary according to the use, but as a general rule for letter size documents, and as shown in the two examples above, Source Sans Pro 16 point is used.
Rotated signature
It is permissible to rotate the primary and secondary signatures 90 degrees clockwise, or 90 degrees counterclockwise for special use cases such as vertical banners and sidebars. The signature must never appear upside down. Never stack the logotype letters vertically, as shown in Sample A.
Spacing and proportions
Primary signature
Never use less than the minimum clear space, as shown. Never re-proportion the signature or any of its elements.
Trademark symbol
There are several ways of generating the ™ symbol and each way offers different spacing options. You should
attempt to align it to the baseline as shown, while maintaining an acceptable amount of horizontal spacing similar to the examples shown here. Keep it small, 10 point is used in this document.
Secondary signature
All proportions and spacing for the secondary signature are the same as the primary signature unless otherwise noted.
Logotype and logo must align on the same baseline as shown below.
Color usage
Any solid color is permissible, and applies to primary and secondary signatures.
Single color version
A black and a green single color examples.
Two color version
Acceptable:
- Only solid colors.
- Logotype and logo may use different colors.
- All logotype words must be the same color.
- All logo circles (dots) must be the same color.

Hatches, images, graphics, symbols, photos, drawings, gradients, and any background treatment other than solid colors are not permitted.

Additional considerations
3D signature
Never render the logotype (the text part of the signature) in 3D. The logo (three circles) may be rendered in 3D as three opaque spheres of solid color, all the same size, with the same lighting effect applied to each sphere.
Animated signature
Animating the signature is allowed only by permission.
Avatar and icon
A small rendition of the signature for online use as an avatar or icon is permitted. The logotype may be reduced to the three upper case bolded letters T B G with two spaces in between each letter and the three dots directly below.
The previously stated rules for coloring, background, scaling etc shall apply.

Executive Summary

This project is being carried out under the aegis of the
Truth Beauty and Goodness Commission.
I – Project purpose
Wisdom gathering about successes and failures.
The Global Library of Wisdom (GLoW) concept is suggested as a highly desirable asset for Urantia's planetary progress towards achieving Light and Life status. GLoW will have the dual purpose of 1) preserving and 2) disseminating wisdom related to Light and Life issues.
As an Information Technology system the GloW will be a publicly available online knowledge base that will capture and aggregate the best available wisdom, or best practices that can be applied to promote sustainability and wide spread stability. GLoW will also document known strategies that have led to major failures. GLoW will cover all the major sectors (as outlined in the GLoW directory) inherent to personal growth, planetary management and societal progress. In simple terms, GLoW will be a significant and curated collection of Best Practices (foresight) and Bad Practices (hindsight).
Consideration will be given to archives that have helped guide mankind toward a stable unification of society. Since we are a civilisation that has often lacked adequate planetary management, our historical record has significant gaps in it, especially in relation to wisdom pertaining to the achievement of Light and Life status. In order to help fill in these gaps, numerous revelatory initiatives have been put in place as co-creative endeavors between adequately trained human and spiritual personalities.

Today’s nations have no formulated policy on how to resolve their great problems. This points to the imminent fact of elements that contribute to the instability of our world. Our nations, societies and their institutions were never formed with the underlying intention to become sustainable. A civilisation that lives under the constant and destabilising threat and actuality of war and destruction does not logically make any plans for the distant future. Making it even more difficult is the fact that there is no library of wisdom of what works and what doesn’t, to assist political, economic, scientific and social decision-makers on how to proceed sustainably in difficult situations. This will be seen in the future as a “no brainer,” that there must be a base of wisdom, of what works and what doesn’t work, to guide the decisions that affect so many people. There are, in fact, a number of problems in our contemporary societies and their operation that will be seen in the future as silly—not to have thought about that, and to not plan for a sustainable future.
A library of wisdom is essential.
There has never been a library of wisdom to guide decision-making leading to Light and Life status, whether as a father or mother, family, community, state or a nation, and in recent generations as a global scale civilization. There are actions that support continuity, durability and stability, and actions that do not. There are actions that, in fact, are detrimental to the sustainability of families and nations. It is now time that someone begins to develop such a library of mankinds sustaining and stabilising wisdom, refined into logical categories, containing concise information, and made readily accessible to everyone. There are certain rules, certain proofs, certain truths that when broken they will surely bring about eventual social decline and collapse.
II – Our vision and design of GLoW
The Truth Beauty and Goodness Commission (TBG) operates as much as possible with Free Libre and Open Source Software (FLOSS) as part of our Sustainability policy and this is reflected in our choice of software for GLoW.
GLoW is to be built as a digital repository of wisdom. No physical (paper) copies will be produced by TBG, but means will be available to users of the system wishing to produce printed media of portions of the GLoW data set, all of which is organized as books, chapters and pages.
Physical documents will be digitized as high resolution imagery then Optical Character Recognition (OCR) will be applied to these images to transform them into electronic text that can be edited to suit the needs of GLoW. The high resolution imagery will be archived separately from GLoW for safe keeping using the ISO standard PDF/A archival format which will ensure an archive lifespan of up to 1000 years, in conformance with the requirements of wise planetary management.
The back end of GLoW will be a robust electronic database software application sufficient for handling the large quantities of data that GLoW will collect. The front end Graphical User Interface (GUI) to be used for DATA INPUT by staff members and collaborators should be simple and effective to use. Some training of staff members will be required, and the required skill level to learn the system should be moderate to low.

GLoW will be accessible by everyone with internet access using a modern web browser and a reasonably fast internet connection. Every effort will be made to construct GLoW so that it will also work well on many types of devices such as laptop computers, tablets and smart phones, while keeping the technical requirements for its use as low as possible.

I – What is the Global Library of Wisdom (GLoW)?
GLoW is a knowledge base built with a wiki system called BookStack.

The BookStack system uses a bookshelf metaphor, where shelves are used to contain collections of books, with each book consisting of chapters and pages. Each book page essentially consists of a simple yet elegant html web page which holds the primary content of the knowledge base.
The shelves, books and chapters are used primarily as content structuring tools, but also serve as user friendly and intuitive navigational aids for logically and easily drilling down to specific portions of content by offering the user both a breadcrumb trail and an expandable hierarchical table of contents.
Like any good digital knowledge base the BookStack system comes equipped with a versatile and powerful built-in Search tool (Meilisearch) for doing keyword searches.
The BookStack Release v22.09 aims for at least WCAG 2.1 Level A standards for accessibility.
II – How will GLoW be built?
There are three primary aspects to building the GLoW knowledge base.
- Acquiring a working instance of the BookStack system. The initial production instance of BookStack has been secured, as of November 2023, as a fully functional and managed service from: https://www.stellarhosted.com/bookstack/ Refer to the project Budget document for financial details.
- Designing the overall logical structure (directory) of the knowledge base, which means designing the necessary shelves, books and chapters. The option of adding new structural elements as the knowledge base grows will always remain open, and will be easy to accomplish due to the flexible nature of the BookStack system.
- Populating the GLoW knowledge base with appropriate wisdom. There will be an initial heavy input of existing content during the first 12 to 24 months, after which time content will continue to be added but at a significantly reduced pace as new sources of wisdom gradually become available.
III – Constraints
During the 2023-2024 period the main constraint is financial. The current budget allows for the ongoing payment of approximately USD $50.00 per month for the Standard package deal provided by https://www.stellarhosted.com/bookstack/
It is anticipated that this Standard package will provide sufficient features and bandwidth for this initial one year period. If at any time during or after the first year period, the requirements for the system should increase enough to warrant a package upgrade to Premium, then the cost would double to approximately USD $100.00 per month. If an upgrade to the Custom package should be required then the cost would triple to approximately USD $150.00 per month or more depending on the level of customization required.

We have always had little groups here and there all over the place, each one kind of working independently on their own and some have survived the three decades plus of this Teaching Mission and are a tremendous repository of wisdom and service.
So, we are in the very beginning stages of trying to envision how to create a repository of expertise and make available to our brothers and sisters our collective wisdom and experience so that it's there when it's needed.

A library of wisdom is essential.
We have mentioned in the past that there has never been a library of wisdom to guide decision-making, whether as a father or mother, family, community, state or a nation. There are actions that support continuity and sustainability, and actions that do not. There are actions that in fact, are detrimental to the sustainability of a family or nation. We estimate that eventually someone, sometime, somewhere will begin to develop such a library of humanity’s sustaining wisdom, and that they will be funded with knowledge and wisdom that comes from all the history of human societies and humankind, throughout all its history, and contemporarily, from all the millions of social research projects that have ever been completed, and that these will eventually be summarized into categories for social sustainability, social and societal sustainability, political and governmental sustainability, and financial and economic sustainability. There are certain rules, certain proofs, certain truths in those three areas that are invariably linked, that when broken they will surely bring about eventual social decline and collapse.

There is no library of wisdom for guidance
These nations have no formulated policy on how to resolve these great problems. This points to the imminent fact of elements that contribute to the instability of your world, if not the anticipation of the future. Your nations and societies and institutions were never formed with an underlying intention to become sustainable, so when these events develop they are new and they are difficult. What is worse (or as bad) that makes it difficult is that there is no library of wisdom of what works and what does not work, to assist political and economic and social decision-makers how to proceed in difficult situations. This will be seen in the future as a “no brainer,” that there must be a base of wisdom of what works and what does not work to guide the decisions that effect so many people. There are, in fact, a number of problems in your contemporary societies and their operation that will be seen in the future as silly—not to have thought about that, and to not plan for a future with the variables.

Wisdom gathering about successes and failures.
It is paramount in these projects that somewhere along the line that your historians stop writing about the history of failures and successes, but also become historians of wisdom—human sustainable wisdom—not just in archives that are hidden away, but actual, operational libraries that are online for gathering wisdom about the various aspects of human living and human societies, and human conduct, and human commerce. Wisdom gathering has been done by many people, some of you have read in Nancy J. Turner’s two book set “Ancient Pathways: Ancestral Knowledge,” that the indigenous people of North America in the Northwest have a history of many, many centuries of wisdom gathering concerning the use of herbs and plants for their daily use in thousands of different ways. They have done wisdom gathering to enhance their survival and their sustainability, and have been successful, at least until the invasion of the Anglo-Saxon Europeans who came to this continent in the 17th Century. Now, those wisdoms are being lost to the detriment of the sustainability of those indigenous cultures. Yet, your world, your civilization of Urantia is a culture unto itself that must begin gathering wisdom about its stability and sustainability, and particularly it must become a learning civilization, a learning organization to learn how to adapt to changing conditions.

Introduction
What is the Global Library of Wisdom (GLoW)?
GLoW is a digital knowledge base that has been specifically curated to contain data that is categorized as wisdom. Wisdom in this case pertains to what is commonly referred to as best practices, and their opposite, bad practices.
The Global Library of Wisdom:
- Has a goal.
- Has specific inputs.
- Has specific outputs.
- Uses resources.
- Has a number of activities that are performed in some order.
- Creates value for the user.
There are three main types of GLoW processes:
- Management processes: these are the processes that govern the operation of GLoW and are usually administrative in nature, such as regular backups and process documentation maintenance.
- Editorial processes: these are the processes that constitute the core business of GLoW, and deal primarily with the production and control of content and its input into the GLoW knowledge base.
- Supporting processes: these are the processes that support the core operational processes. These supporting processes usually have to do with the creation and maintenance of specialized tools used by the other processes, such as the New Content Submittal Form.
What is the purpose of the Global Library of Wisdom?
The purpose of GLoW is to make accessible to the public a curated collection of well structured and highly focused wisdom relating to planetary management best practices, and bad practices, oriented towards the eventual achievement of planetary Light and Life status.

The result of business process modeling is a collection of documents of various types. Some are long, some are short, some are graphical, and most are text. It is important to keep these documents well structured and concise, using plain language. The style used is less important. While they are generally technical in nature, the documents must nonetheless be user friendly for the people who will use them. The documents follow the hierarchy indicated below.

This Roadmap document that you are now reading is part of these core documents, and it explains the main concepts and reasons for modeling the GLoW system, its associated resources, and how to maintain them.

A xxxx file containing various diagrams that are used to visually map out the GLoW process. These diagrams use the Business Process Modeling Notation 2.0 (BPMN). This is a high level document which only provides an outline of the process in a graphical format. It explains what needs to be done. - GLoW Business Rules

Maintenance of GLoW documentation.
Maintaining the documentation that makes up the GLoW business process model is an ongoing activity, and is the responsibility of the entire GLoW Operational Team. Complete maintenance details are contained in a separate GLoW Document Maintenance Schedule.
Process diagrams are at a higher level than business rules, and should only be changed when the process changes. Changing the process diagrams can lead to many changes in the business rules. Changes to the process diagrams should be considered carefully by the entire GLoW Team since they reflect significant changes in the organization. Changes to the process diagrams should always be done in accordance with the BPMN 2.0 standard.
Business rules are at a lower level than the process diagrams. You can change a business rule without changing the process diagrams. Business rules are easier to change and maintain than the process diagrams, and can be done by the individual(s) who have the knowledge that needs to be recorded in the rules. Once a change is made to a business rule, the entire GLoW Team should be notified of the change. There are currently no widely accepted standards for writing business rules, however, they generally fall into the category of technical documents, and should always be user friendly for the people who will use them.
Procedures are at the lowest level. You can change a procedure without changing the process diagrams or the business rules. Procedures are easy to change and maintain, and can be done by the individual(s) who have the knowledge that needs to be recorded in the procedures. Once a change is made to a procedure, the entire GLoW Team should be notified of the change. Procedures should always be user friendly for the people who will use them. Procedures change often and they require frequent maintenance.
Whenever you revise one or more of these core documents you should also append the document’s version history table, usually on the second page, or the version number located at the bottom of the sheet in the case of a diagram.

Introduction
This document is one of several that are used to describe the workflow of the Global Library of Wisdom (GLoW).
Purpose
This document describes the various business rules that regulate the development, management and use of the GLoW. This document is designed as a technical reference manual with each rule a collapsible block. There is no fixed reading order so feel free to jump to the section(s) of interest.
Document Conventions
The business rules in this document are structured as follows.

BR # Business Rule Name
This gives a unique reference number to each business rule and declares the rule’s name. Either or both of these are used as references in other documents, and are often referred to in the GLoW BPMN diagrams. For clarity, the business rules should be named (to the extent possible) according the tasks or sub-processes that make up the GLoW workflow.
Definition
A brief description of the business rule. The language used should be unambiguous and easy to understand. The words used must have unique meanings within the GLoW business domain. Important terminology should be referenced in the Glossary section of this document.
Conditions
Explains the logic, and decision making that is part of the business rule. Should use words such as if, and, or. Is usually expressed in the form of one or more questions.
Action
Outlines the steps, methods, and procedures required to execute the business rule. Numbered lists can be used to describe a controlled series of steps. Bulleted lists can be used to describe ad hoc procedures.
Deliverables
Some deliverables are optional, such as drafts, and some are mandatory, such as approvals, the Forms Action Request, or other official process forms.
Participants
Identifies the persons, services, and business units involved in the business rule.
When not required
Explains the conditions that allow this rule to be skipped.
Note
Additional information that is of importance to the execution of the business rule. Notes should be kept brief and to the point.

Procedures are detailed explanations that staff members follow in order to execute the corresponding business rule(s). Documented procedures are used to describe the knowledge underpinning an organization, allowing it to perform its functions. It covers a wide spectrum of knowledge, skills, know-how and expertise which define an organization. Procedures represents the most important operational asset and covers the following organizational knowledge: documented procedures, methods & policies, compliance with external rules, regulations and legislation, staff know-how and expertise relating to users, products, services, resources, processes, operations and risks. |

Introduction
This document is one of several documents that are used to describe the Global Library of Wisdom (GLoW) workflow. Refer to the References section in Appendix for additional documentation.

This procedure document contains the collective experience of the GLoW team. It describes the specific conduct, methods, routines, processes, and actions used to execute the GLoW workflow. The procedure title should be carefully selected so that it is simple and clearly conveys the procedure’s content.
Definition
A brief description of the procedure. The language used should be unambiguous and easy to understand. The words used must have unique meanings within GLoW's domain. Important terminology should be referenced in the Glossary section of this document. The definition describes the overall objectives, functions, or tasks that the procedure is designed to accomplish and the circumstances under which the procedure should be used.
Responsibility
Lists units, offices, and individual job titles for those who have responsibility for aspects of daily control and coordination of the procedure, authority to approve exceptions to the procedure (if applicable), and procedural implementation (including responsibility for any required electronic or written documentation). Sets forth the scope of responsibilities under the procedure, the procedural areas subject to discretionary modification (if any), and the responsibility for implementation.
Procedure Details
Using an approach which is customized to the subject (i.e., can be a statement in outline format of each step required, a checklist of what needs to be done, an explanation of how to complete the necessary steps – including screenshots if applicable – or an appropriate combination of techniques), provide the reader with the necessary procedural and “how-to” and "best practices" information to get the job done. Use bulleted lists for collections of tasks that don’t follow a specific order, and use numbered lists for tasks that must be followed in order. Included in this section should be definitions of unique terms or terms subject to different interpretation and copies of all forms needed to complete the procedure.
References
Indicate the sub-processes and business rules that this procedure applies to.
Resources
A table which points users to training material, additional documentation, templates, forms and other sources of help for carrying out the procedure.
What are the characteristics of a good procedure document?
The goal for any procedure document is for the design to be simple, consistent, and easy to use.
Good procedures
Procedures are tied to the business rules and the overall workflow process. Procedures are developed with the customer/user in mind. Well developed and thought out procedures provide benefits to the procedure user. There is a sense of ownership among procedure users. For this reason, it helps to involve users in the development of procedures. The procedures must be understandable. Procedures should be written so that what needs to be done can be easily followed by all users. When feasible, procedures should offer the user options. Procedures which are unnecessarily restrictive may limit their usefulness.
Writing style for procedure documents
- Use the active voice (wrong: the editor will send an approval email to… correct: the editor sends an approval email to…)
- Avoid speaking to the past or the future, speak only in the present.
- Write as if the subject does the action (wrong: a GLoW entry is designed… correct: the Editor designs a GLoW entry)
- Be concise, and use a minimum of verbiage.
- Factual — double-check accuracy!
- Don’t include information that may be quickly outdated (e.g., names, phone #).
- If you use an acronym, spell it out the first time you use it (e.g., Global Library of Wisdom (GLoW) ).
- Include step-by-step instructions. Use numbered lists for instructions that must be followed in order. Use bulleted lists when the order of the list is not important.
- Not too technical — simple enough to be understood by new staff.
- Always include resources (e.g., “include full link to the source document”. Don’t forget to indicate where the reader can get resources. Add such information in the Resources section.)
- Always write from the point of view of a person who has never done the procedure.
Design and layout of procedure documents
- Generous use of white space.
- Presentation is structured so that the user can quickly focus on the aspect of procedure relevant to their decision/task at hand.
- Layout each procedure in a table (provided in the Templates section).
- Use a flexible, modular outline to make the document easy to modify and keep up-to-date.
- Use labels to introduce key points (headings and labels in margins need to be consistent ... i.e., same location on each page, type size, etc.).
Responsibilities of procedure owners
Procedure “owners” are accountable for the timely review, updating, and dissemination of procedures in their functional area. Assignment of responsibility for procedures is accomplished partly through a series of delegations of authority. Alternatively, in the absence of a formal delegation, authority will rest with the unit which has been assigned operational responsibility for an area.
When developing new, or revising existing procedures, procedure owners have an obligation to identify those who will be directly affected by new or revised procedures and to consider a representative sample of their views early in the procedure development discussions. They must also ensure that their procedures adhere to the principles of, and achieve the objectives of GLoW. In addition to documenting the approved procedure, the owner should develop support and training options, if appropriate, for the customers/users who are attempting to adhere to the procedure. This includes, at a minimum, the designation of “experts” to which staff can turn for guidance or to resolve problems.

The Global Library of Wisdom - GLoW - is a knowledge base built with a wiki system called BookStack.

The BookStack system uses a bookshelf metaphor, where shelves are used to contain collections of books, with each book consisting of chapters (optional) and pages. Each book page essentially consists of a simple yet elegant html web page which holds the primary content of the knowledge base.
The shelves, books and chapters are used primarily as content structuring tools, but also serve as user friendly and intuitive navigational aids for logically and easily drilling down to specific portions of content by offering the user both a breadcrumb trail and an expandable hierarchical table of contents.
Like any good digital knowledge base the BookStack system comes equipped with a versatile and powerful built-in Search tool (Meilisearch) for doing keyword searches.
The BookStack Release v22.09 aims for at least WCAG 2.1 Level A standards for accessibility.
The GLoW framework
The GLoW implementation consists of four fundamental layer of information. 3 layers of metadata and 1 layer of content.
- First metadata layer: Shelf (only 1 shelf used for identifying GLoW).
- Second metadata layer: Books (at least 10 books representing top level categories).
- Third metadata layer: Chapters (many chapters per book).
- First content layer: Pages (many pages per book/chapter).
The GLoW books
This screenshot shows the 10 GLoW books used for labelling the top level categories. Each book has an optional text field for entering a brief description of the book. Any number of chapters and pages can be added to a book. When appropriate, pages can be added directly to a book without being part of a chapter.
The GLoW chapters
Each GLoW book may contain any number of chapters that may be useful for sub-categorizing the wisdom entries. Chapters can be used as an additional structural layer for containing content pages. In the BookStack system chapters are optional. When appropriate, pages can be added directly to a book without being part of a chapter. Similar to books, each chapter has an optional text field for entering a brief description of the chapter.
The GLoW pages
- Each GLoW page is a simple html web page conforming to the default BookStack style and design.
- Each GLoW page is a repository of wisdom pertaining to a specific subject.
- Each GLoW page may contain one or more wisdom entries.
- Each wisdom entry on a page begins with a header used for classifying the entry, and indicating one or more jurisdictions that the entry falls under. See header example below.
- The header is also used for recording the source of the wisdom entry when available.
- The header is a pre-configured BookStack page template which can be inserted anywhere in a wisdom page.

The enforced associations of family life stabilize personality and stimulate its growth through the compulsion of necessitous adjustment to other and diverse personalities. But even more, a true family -- a good family -- reveals to the parental procreators the attitude of the Creator to his children, while at the same time such true parents portray to their children the first of a long series of ascending disclosures of the love of the Paradise parent of all universe children.

The family provides for the biologic perpetuation of the human species. The home is the natural social arena wherein the ethics of blood brotherhood may be grasped by the growing children. The family is the fundamental unit of fraternity in which parents and children learn those lessons of patience, altruism, tolerance, and forbearance which are so essential to the realization of brotherhood among all men.
